Deputy Fire Chief - Operations And Training at City of White Rock

Norm MacLeod ECFO, C.Mgr has a diverse work experience spanning several organizations and roles. Starting in 1988 at the City of Mission, they held various positions including Assistant Fire Chief, Emergency Program Coordinator, and Firefighter. In 2009, they became President of the International Association of Fire Fighters (IAFF) Local 4768, where they negotiated collective agreements and resolved disciplinary matters. Norm also served as Treasurer and Dog Handler for the BC Firefighter Disaster Dog Society, specializing in urban search and rescue. Norm joined the City of White Rock in 2020 as Deputy Fire Chief and later became Communications Chair and Chief Officer Peer Support Team Member at the Fire Chiefs Association of BC in 2023. Norm also held roles such as Director At Large at the Greater Vancouver Fire Chiefs Association and Adjunct Instructor at the Justice Institute of British Columbia. In addition, they have been involved in various committees and council positions at the Canadian Association of Fire Chiefs (CAFC). Norm's extensive experience in the fire service industry highlights their expertise in leadership and emergency management.

Norm MacLeod ECFO, C.Mgr has a diverse education history. Norm obtained a Fire & Safety Studies Diploma from the Justice Institute of British Columbia in 2020. Prior to that, they completed a Fire Officer Certificate in 2016, specializing in Fire Officer 1 - IV / NFPA 1021 Certification. Norm also holds an Emergency Management Certificate from the Justice Institute of British Columbia, which they obtained in 2020. In 2019, they received a Fire Prevention Officer Certificate from the same institution.

In terms of professional development, Norm has pursued various certifications and training programs. Norm completed the NFPA 1521 Standard for Fire Department Safety Officer Professional Qualifications from the Justice Institute of British Columbia in 2022. Additionally, they received a Certificate in Leadership from Fiore Group Training Inc. in 2021 and a Certificate in Indigenous Canada from the University of Alberta in the same year.

Norm has also focused on mental health and workplace resilience by obtaining a Certificate in Building Resilient Workplaces from the BC First Responders Mental Health Committee in 2019. Norm furthered their expertise in fire service administration by completing the Working Together: Effective Fire Service Administration for Fire Chiefs and Local Government CAOs course offered by LGMA in 2017.

Additionally, Norm has acquired certifications in specific areas of firefighting and emergency response. Norm holds a Certificate in Canine Search Specialist from Texas A&M University, obtained in 2020. In 2017, they achieved the Command Certificate of Achievement from Blue Card Command after completing the Blue Card Incident Command Training Program. Norm also successfully completed the Firefighter I / ll NFPA 1001 training at the Training Academy in Texas.

In terms of other studies, Norm has a Certificate in Classical Animation - Class 30 from the Vancouver Film School, which they obtained in 2000. Norm also holds a Diploma in Graphic Design and Communication from the University of the Fraser Valley, which they obtained from 1989 to 1992.
