Kelly Hall is deputy general counsel and vice president of rates and regulation of CMS Energy and its principal subsidiary, Consumers Energy.

Hall is responsible for the legal department, including transactions and employment, litigation, environmental, and state and federal energy regulatory practice groups. She also provides legal oversight for business development activities.

Hall also is responsible for rate making and regulatory activities, including rate reviews by the Michigan Public Service Commission. She also leads tariff administration and compliance activities required to provide regulated energy services to customers.

Hall previously served as Consumers Energy’s supervisory assistant general counsel, having led the legal department’s transactions and employment practice group. Hall’s responsibilities included contracts, property, business development, human resources, benefits, privacy policies, marketing, and communications.

Hall has also served as a regulatory attorney with Consumers Energy. In this role, she was lead counsel in regulatory administrative litigation and natural gas and electric rate case appeals. She led several complex regulatory filings and matters.

Hall began her legal career in 1992 as an intern with Consumers Energy’s legal team before becoming a contracts attorney in 1993.

Hall serves on the board of the Michigan Economic Development Foundation. She is the past president and treasurer of the Traverse City Area Public Schools Board of Education and is a former commissioner of the Grand Traverse County Planning Commission.

Hall holds a law degree from the University of Michigan and a bachelor’s degree in history and political science from Alma College.
