Michael Billmeier is a Partner in the Colodny Fass Insurance Regulatory & Transactions practice group. Mr. Billmeier, an attorney with over 25 years’ experience in government and private practice, assists insurance industry clients on a wide variety of matters, including compliance with insurance laws and regulations on a national basis and complex corporate and transactional matters for insurance producers, insurance companies, holding companies and investors. He also represents clients in administrative proceedings before the Florida Office of Insurance Regulation and Department of Financial Services, including investigations, disciplinary actions, and rulemaking. As a member of the firm’s Governmental Consulting practice group, Mr. Billmeier provides analysis and advocacy for clients on issues brought before the Florida Legislature.

Before joining Colodny Fass in June 2019, Mr. Billmeier was the chief attorney for the Florida Senate Committee on Banking and Insurance. In that role, he advised Senators on issues relating to insurance regulation, insurance agent regulation, third party bad faith reform, and issues relating to the operations of the Department of Financial Services. In recent years, he was the Senate’s lead attorney on assignment of benefits legislation and on the creation and implementation of the Florida Family Trust Company Act.

Prior to joining the Senate staff, Mr. Billmeier served as a staff director for the Commerce Committee and the Civil Justice Committee in the Florida House of Representatives. In those roles, he advised members of the House on issues relating to the creation of the Scripps Florida Funding Corporation and the implementation of a state constitutional amendment relating to the termination of pregnancy. As a staff attorney for the House, he worked on legislation reforming the state’s medical malpractice statutes, tort reform legislation, and legislation relating to workload of the Florida Supreme Court.

As an attorney in private practice, Mr. Billmeier represented insurance agents in license discipline actions before the Division of Administrative Hearings and the First District Court of Appeal. As an attorney for the government, he was counsel in over 200 cases in the state appellate courts including cases defending the constitutionality of an insurance agent regulatory statute and a case affirming the right of the state to appeal the wrongful denial of restitution to crime victims.

Mr. Billmeier is a graduate of the Florida State University College of Law and is a member of the Florida Bar. He is also admitted to practice before the United States Court of Appeals for the 11th Circuit and before the United States District Courts of the Northern and Middle Districts of Florida.
