Team Lead (TL) - Construction Security Monitoring (CSM)

Location: Cairo, Egypt

Clearance: ACTIVE Top-Secret U.S. Security Clearance

The Team Leader shall receive and implement orders and special instructions from the SSM or Regional Security Officer concerning matters which, affect the security operations of the site. As such, they will possess the requisite skills to take care of the team’s administrative work at site while still participating as a working member of the team. The Team Leader is typically called upon by the SSM to become involved with the General Contractor’s foreman to ensure upcoming work requirements are addressed and the requisite staffing is scheduled for the appropriate coverage.

Qualifications:

· Team Lead must have at least 4 years of experience on the DoS CSM Program with prior leadership experience preferred unless otherwise approved by the COR.

· Construction Surveillance Technician experience

· Technical surveillance countermeasures experience

· Industrial or government security experience involving counterintelligence

· Construction quality assurance experience

· Hand-on supervisory construction experience highly preferred

· Capable of reading and speaking English, and be able to write legible, concise reports in English.

· The TL must be capable of independent decision making, possess a high degree of initiative and be capable of functioning with minimal supervision.

Duties and Responsibilities:

  • Implement orders and special instructions from the Site Security Manager (SSM) and Regional Security Officer (RSO).
  • Operate proposed inspection equipment.
  • Utilize knowledge of all construction disciplines, to include civil architectural, mechanical, electrical and electronic engineering principles.
  • Read and analyze designs and blueprints and recognize the architect's intended use.
  • Analyze designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect.
  • Exercise knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • Write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action.
  • Maintain daily logs during their tour of duty.

Minimum qualifications and education requirements:

  • Active CST certification preferred.
  • 3+ years of security and/or construction experience.
