Terry Vaughan 3rd

Terry Vaughan 3rd, Ph.D. is the Vice President of Research and Director of the Pell Institute at the Council for Opportunity in Education. Previously, Terry served as an Associate Director at the Pell Institute, Associate Director at the Center for Access and Attainment at DePaul University, and a Research Analyst at the National Institute for Learning Outcomes Assessment. Terry is also a National Board Member at uAspire. Terry holds a Ph.D. in Educational Policy Studies from the University of Illinois Urbana-Champaign, along with a Master of Arts in the same field and a Bachelor of Arts in Philosophy from DePaul University.
