David Passey

Program Services Manager, Department Of Emergency Management

David Passey currently serves as Program Services Manager at the County of San Mateo's Department of Emergency Management since August 2025. Prior to this role, David held the position of Deputy Regional Administrator at the U.S. Department of Housing and Urban Development from January 2024 to August 2025. From August 2017 to December 2023, David was the Director of External Affairs for FEMA Region IX, providing critical communications and engagement support during crises and pre-disaster activities. David's extensive experience includes leadership roles with FEMA, where responsibilities ranged from overseeing regional operations to managing a significant grants portfolio, and serving as President of the Arizona Tucson Mission for The Church of Jesus Christ of Latter-day Saints from July 2014 to July 2017. David's career also includes a directorial role with NATO in U.S. Civil Emergency Planning and key positions with FEMA during major national disasters. David earned a BA in Political Science from Brigham Young University.
