Joseph Hayashi

Joseph Hayashi is a Senior Policy Analyst at The Council of State Governments Justice Center, providing technical assistance on substance use disorders and mental health to enhance collaboration between local and state agencies. With experience as a Program Director for Salinas Youth Lacrosse, Joseph has developed a new youth sports program and managed resources for effective coaching. Prior experience includes serving as a Criminal Justice Researcher, where Joseph organized evaluations of police training techniques, and as an Incident Tracking Analyst for the Oakland Athletics, focusing on event safety. Joseph's background also includes a role as a Crime Analyst Intern at the Gilroy Police Department, where crime trend analysis was developed using historical data. Joseph holds a Master of International Policy and Development from the Middlebury Institute of International Studies, a Crime and Intelligence Analysis Certificate from California State University-Sacramento, and a Bachelor of Science in Criminology and Criminal Justice from Southern Oregon University.
