Cynthia Silver-Biggi

Cynthia Silver-Biggi has over 20 years of experience in various HR roles. Cynthia started their career in 1996 as a Human Resource Administrator at the Clark County Housing Authority. Cynthia then worked as a Human Resource Administrator/Evening Restaurant Manager at Tennessee Red's BBQ Company from 1997 to 2000, where they handled restaurant processes, staff training, and customer service. From 2000 to 2003, they served as an Accounting Manager/Human Resource Administrator at Champion Distribution Company, responsible for accounts receivable and payables, general ledger entries, and financial statements. Cynthia then joined Cmedia and Respond2 as a Human Resources Manager, focusing on employee benefits, personnel files, recruitment, and employee relations from 2003 to 2007. In 2008, they became the Director of HR Administration at Dark Horse Comics, LLC, and also held the position of Director of Human Resources at Things from Another World during the same period. Throughout their career, they have demonstrated expertise in HR administration, payroll processing, recruitment, employee relations, and policy integration across multiple state offices.

Cynthia Silver-Biggi obtained their Bachelor of Science (BS) degree in Business Administration from Portland State University, where they studied from 1996 to 1998. Prior to that, they completed their Associate of Science (AS) degree in General Business Administration at Portland Community College, attending from 1993 to 1996. In terms of additional certifications, Cynthia obtained a certification in Diversity, Inclusion, and Belonging from LinkedIn in April 2023.
