Desma Balachandran

Desma Balachandran has worked in a variety of roles since 1997. Desma began their career as an Oracle Consultant at NCI, RHI Consulting, and Teligent. Desma then worked as an Oracle Developer at the Department of Justice in 1998. In 2001, they became a Senior Member of Technical Staff at Computer Science Corporation. From 2002 to 2006, they worked as an Oracle Developer at the Internal Revenue Service. Desma then moved to Raytheon as a Senior Developer/Designer/DBA from 2006 to 2010. After that, they worked as a Senior Consultant at Booz Allen Hamilton in 2010. From 2011 to 2016, they worked as an Oracle Identity and Access Manager Administrator and Fusion Middleware Consultant at the FDA. Since 2016, they have been the President & CEO and an IAM and Fusion Middleware Subject Matter Expert at DAS Federal, LLC. In this role, they have identified industry trends and marketing strategies, negotiated and executed workshare and partnership agreements, worked with existing and potential clients to ensure success of various projects, successfully managed day to day operations of the business, led a Role-Based Access Control Project for USPTO, worked with clients to identify requirements, provided project plans and implantation strategy, designed, installed, configured and maintained SSO Oracle Identity Management infrastructure, and mentored and guided less experienced team members.

Desma Balachandran completed an OCP certification in Forms Developer and an Information Technology certification from OCP. Desma also completed a Post Graduate Diploma in Computer Applications (PGDCA) from 1994 to 1995. Lastly, they obtained a B.S. in Commerce from Mahatma Gandhi University from 1990 to 1992, with a focus in Financial Management.
