Dwight D. Creasy

General Counsel at Defense Finance and Accounting Service

Dwight D. Creasy was sworn in as the General Counsel of the Defense Finance and Accounting Service (DFAS) on December 16, 2013 and is a member of the Senior Executive Service. He serves as legal advisor to the DFAS Director and headquarters staff rendering opinions on complex legal and policy issues. He advises on legislation, laws, regulations, policies, and practices affecting the DFAS mission. He provides professional supervision over the DFAS Office of General Counsel. He ensures liaison with other agencies on legal issues relating to DFAS programs and activities. He manages the DFAS Standards of Conduct Program and serves as the DFAS Ethics official.

DFAS conducts the accounting and finance activities of the Department of Defense (DoD). Each year, DFAS disburses over $579 billion by processing 161.8 million pay transactions for 6.6 million military personnel, federal civilian employees, military retirees, and annuitants; 10.3 million commercial invoices; and 6 million travel vouchers and settlements. Responsible for 1,232 active DoD appropriations, DFAS is the trust fund manager for $403 billion in foreign military sales and $700 billion in military retirement and health benefit funds. DFAS employs about 12,000 DoD civilians and military personnel at 10 locations throughout the United States, Europe, and the Pacific.
