Murat Bozkurt serves as the Engineering Services Director/District Engineer at Delta Diablo, leading major wastewater projects with significant policy, financial, legal, and operational implications and overseeing a five-year Capital Improvement Program. Prior to this role, Murat held positions at MNS Engineers as Principal and Senior Construction Manager, managing construction projects in the Water Resources Division and ensuring business growth and profitability. Murat's extensive experience includes a 17-year tenure at the City and County of San Francisco, where responsibilities encompassed managing water and wastewater projects exceeding $300 million and implementing Facilities Security Programs. Murat also contributed to academia as a professor at San Francisco State University and held an interim role at the City of Oakland. Educational credentials include an MS in Civil Engineering from San Francisco State University and a BS in Civil Engineering from Middle East Technical University. Murat is a licensed Professional Engineer (PE), Project Management Professional (PMP), and Qualified SWPPP Practitioner/Qualified SWPPP Developer (QSP/QSD).

Delta Diablo
Delta Diablo is an innovative and award winning wastewater resource recovery agency providing wastewater, recycled water, street sweeping, and household hazardous waste services to an estimated 200,000 residents and businesses in communities of Antioch, Bay Point, and Pittsburg. The District is located in the heart of the Northern California Delta region, 50 miles east of San Francisco and has a service area encompassing 54 square miles with over 70 miles of underground pipeline systems. In 2014, the District treated 4.6 billion gallons of wastewater and is permitted for an average dry weather flow of 19.5 million gallons per day. Delta Diablo also operates a recycled water treatment and distribution system that supplies up to 12 million gallons of tertiary-treated water daily. Since 2001, this recycled water system has been instrumental in increasing water supply reliability by offsetting water demands from the Sacramento/San Joaquin Delta. The recycled water is used for cooling by 2 power generation plants and landscape irrigation for 12 municipal parks, 2 golf courses and 2 schools in the service area. The recycled water facility has generated over 26 billion gallons of recycled water to date. The District also oversees street sweeping services in its service area and operates a household hazardous waste collection facility for East Contra Costa County. The District’s employees are committed to the vision of making the Agency a national leader in “waste” water resource recovery. Delta Diablo is developing and expanding regional partnerships that leverage environmental stewardship opportunities, further protect the public health, and explore new ways to recover resources by the taking the “waste” out of wastewater. Delta Diablo is governed by a three-member Board of Directors, which includes the Mayors for the Cities of Antioch and Pittsburg, and a member of the Contra Costa County Board of Supervisors that represents the Bay Point community.
