Cathy Fong

Cathy Fong serves as the Undersecretary at the Department of Finance since July 2022, following a decade of experience at the Asian Development Bank (ADB) where Cathy held various roles including Senior Public-Private Partnership Officer and Public-Private Partnership Specialist. Contributions at ADB involved transaction advisory services, legal consultancy on procurement contracts, and support for key projects like the TAPI Pipeline. Additional experience includes serving as Procurement Specialist for AGAPP Foundation, retained corporate counsel for Unioil Petroleum Philippines, and participation in various public-private partnership initiatives across multiple companies in the Philippines. Cathy holds a Juris Doctor and a degree in Communications from Ateneo de Manila University.
