Maria Luwalhati C. Dorotan-Tiuseco

Maria Luwalhati C. Dorotan Tiuseco serves as the Chief of Staff and Undersecretary for the Department of Finance, focusing on Climate Finance Policy since May 2023. Additionally, Maria holds the position of Alternate Board Member for Developing Country Parties from the Asia-Pacific States at the Green Climate Fund and serves as Sherpa for the Philippines with the Coalition of Finance Ministers for Climate Action. An educator at the Ateneo School of Law since January 2017, Maria specializes in Environmental and Constitutional Law. Previous roles include Chief Legal Counsel and Policy Director in the Office of the Senate President and Senate Secretary of the Philippines, and Chief for Legal and Legislation in the Office of Senator Drilon. Maria has also served on various boards including the Light Rail Transit Authority and the Laguna Lake Development Authority. Academically, Maria earned a Master of Laws in Energy and Environment from Tulane University Law School, a Doctor of Law from Ateneo School of Law, and a Bachelor’s degree in Political Science from the University of the Philippines Manila.
