Richard Cho

Senior Advisor, Housing & Services at U.S. Department of Housing and Urban Development

Richard Cho is the current Senior Advisor for Housing & Services at the U.S. Department of Housing and Urban Development. Prior to this, they served as the Chief Executive Officer of the Connecticut Coalition to End Homelessness from November 2018 to February 2021. Cho has also been the Director of Behavioral Health Division at The Council of State Governments Justice Center from May 2016 to November 2018, where they were in charge of CSG Justice Center's work concerning public safety and reducing criminal justice involvement among people with behavioral health challenges. Furthermore, Cho was a Lecturer in Public Administration at New York University from September 2005 to July 2008, where they designed and taught the Program Analysis and Evaluation course at the Masters level. Richard also authored summary papers for executive briefing series on Leading Large Scale Change in the Public Sector project- a series for public sector managers discussing the multiple managerial and leadership challenges of implementing large scale change. In addition, Cho has served as the Director of Innovations and Research at CSH, the Source for Housing Solutions from April 2009 to February 2013, as well as the Associate Director in the Office of the Chief Operating Officer at CSH from August 2008 to March 2009. Consequently, with such a long and established history in public service, Richard Cho is a highly qualified and experienced individual in their field who has dedicated their career to helping others.

Richard Cho earned their Ph.D. in public administration from New York University. Richard also holds a Master in Philosophy from New York University and a Master from the Massachusetts Institute of Technology in city planning. Cho's undergraduate degree is in history from the University of Chicago.

Richard Cho reports to Jenn Jones, Chief of Staff. Richard Cho works with Alanna McCargo - President, Ginnie Mae, Joe Carlile - Senior Advisor, Budget Policy and Programs, and Analysse Escobar - White House Liaison.
