Toby Hemming

Toby Hemming currently serves as the Deputy Secretary at the Department of Justice and Community Safety in Victoria since April 2023 and is also a Board Member at Kids Under Cover since September 2024. Prior to these roles, Toby was the Deputy Secretary and General Counsel at the Department of Premier and Cabinet (Vic) from May 2018 to April 2023, having previously held the position of General Counsel there. Additional experience includes serving as a Non Executive Director at Triple Zero Victoria and the Victorian Managed Insurance Authority from November 2016 to May 2018 and October 2015 to May 2018, respectively, as well as serving as Senior Executive Adviser to the Chief Judge at the County Court of Victoria from October 2014 to May 2018. Toby's educational background includes a degree from the University of Melbourne, participation in the Executive Fellows Program at ANZSOG, completion of the Senior Executive Fellows Program at Harvard University, and a Graduate Diploma of Applied Corporate Governance from the Governance Institute of Australia.
