Mark D. Williams

Mark D. Williams currently serves as the Deputy Executive Director at the U.S. Department of State, overseeing strategic and operational management of the Bureau of Educational and Cultural Affairs' shared services provider, including a cross-functional team of 130 employees and a multimillion-dollar budget. Previously, as Acting Deputy Chief of Staff at the USDA Office of Human Resources Management, Mark shaped human capital strategy, and as Deputy Chief of Staff at USDA-FSIS, provided senior-level guidance to enhance operational efficiency. Mark’s extensive experience includes leadership roles at FEMA, the Department of Defense, L-3 Communications, and other organizations, focusing on improving resource allocation, managing multi-million dollar budgets, and driving modernization across various administrative programs. Mark holds dual Bachelor’s Degrees in Political Science and Government and Administration of Justice from Howard University.
