Lee Ann Lawrence brings to her work at ERG over 15 years of program management experience spanning environmental policy, water infrastructure finance, workforce development, and community and economic development. She has developed and implemented programs with complex funding requirements and regulatory frameworks that support communities in meeting social and environmental outcomes, with a focus on building strong partnerships and creating user-friendly systems. She enjoys helping communities, organizations, and government agencies effectively manage grants, new initiatives, infrastructure projects, strategic planning, and marketing efforts.
Lee Ann’s expertise includes the U.S. Environmental Protection Agency’s Clean Water State Revolving Fund, which she implemented for the state of Oregon for 5 years, and the U.S. Department of Housing and Urban Development’s Community Development Block Grant Program. She has extensive experience working collaboratively with multiple stakeholders and interdisciplinary teams to stand-up new programs, address regulatory requirements, develop policies, and implement complex regulations. She has supported a variety of programmatic approaches to funding water quality projects in many different areas, including nonpoint source pollution control, wastewater and stormwater management, water quality trading, green infrastructure, riparian restoration, agricultural best management practices, septic systems, source water protection, and irrigation modernization. Lee Ann has developed and promoted pass-through lending, sponsorship lending, technical assistance programs, collaborative funding models across funders, and capital stack planning. She’s experienced in helping communities navigate funding processes and effectively manage water infrastructure projects to generate the most cost savings over time while also conserving energy and water.
Lee Ann holds a bachelor’s degree in anthropology and Spanish and a graduate certificate in teaching English to speakers of other languages from Western Washington University.
