Dr. Tess Hubbard is a senior labor economist with more than 10 years’ experience conducting research and economic analyses for the U.S. Department of Labor and a wide range of other clients in support of all aspects of federal rulemaking. She brings to this work strong econometric and data analysis skills and extensive experience working with large survey datasets. She is very familiar with all relevant Executive Orders, Office of Management and Budget guidance, and DOL guidance, and is an expert on the Fair Labor Standards Act and Davis-Bacon Act.
For DOL, Tess has served as assistant project manager for a Davis-Bacon Survey contract and as deputy project manager for a regulatory analysis contract. Several of her analyses have been included in DOL guidance on best practices for conducting federal rulemakings. In addition, she has helped manage and supervise many comment-response projects, with combined comments exceeding 700,000 and three projects that each involved more than 100,000 comments.
Tess holds a Ph.D. in economics from Northeastern University and a B.A. in economics from Boston University.
