Change & Requirements Manager

Job description

 ESI is seeking a Requirement and Change Manager to support a PMO Team for one of our customers which is a DDI project is responsible for all project management standards and outputs.

  • A Requirement Management and Change Management (CM) Lead is:
    • Accountable to their DDI PMO Lead.
    • Works hand in hand with the resources assigned to the project to ensure Gainwell’s project management standards, tools and practices are utilized timely by the project team commitments.
      • Coordinates requirement owner management of requirements throughout the lifecycle of the project, from start up to close down.
      • Coordinates the end-to-end management of project Change Controls/Change Requests (CRs) throughout the lifecycle of the project, from start up to close down.
  • Responsible for:
    1. Project Integration Management
      1. Updates PMO-defined reporting mechanisms based on established PMO standards.
    2. Scope Management
      1. Registers CRs submitted by the project team and client and notifies the PMO Lead of new Change Request’s (CR), aligns requirements to CRs.
      2. Leads project Change Control Board (CCB) meetings; coordinates solutioning and estimating of CRs for their workstream; incorporates approved CRs into their schedule to the dates agreed to by the CCB.
      3. Monitors all workstreams do not execute tasks in support of unapproved CRs or undocumented/unapproved requirements unless directed to do so by the Engagement Lead.
      4. Confirms all contract requirements have assigned owners; educates requirement owners on requirement lifecycle management process; audits requirements for adherence to requirement management processes. Note: ALM is the application Gainwell uses for requirement management.
    3. Schedule Management
      1. Works with the Master Scheduler so that the project schedule(s) incorporates all tasks, effort, and dependencies of approved CRs.
    4. Cost Management
      1. Guides CR owners through the CR estimation process.
      2. Confirms all CRs have accurate effort estimates that are documented in the approved format.
    5. Communication Management
      1. Internally: communicates project activities and status to internal project team and project PMO based on established standards; communicating changes that affect the program (priorities, schedule, and scope).
      2. Externally: communicates with the client and other stakeholders as assigned by the Engagement Lead and documented in the Communication Plan.
    6. Stakeholder Management
      1. Builds partnerships with other DDI team leaders.
      2. Maintains positive relationships with customers.

 Qualifications

  • Minimum 5 years’ experience managing Information Technology projects or working in a PMO.
  • Skilled in Microsoft Suite and MS Project.
  • Experience working on MMIS or Healthcare/Medicaid systems projects preferred.
  • PMP certification preferred.
  • Conveys strong knowledge of project management and associated methodologies, techniques, processes, and approaches - exudes credibility as a subject matter expert.
  • Located in Washington DC a plus
