Head of Engagement at EKFB

David Griffiths-Allen is the current Head of Engagement at EKFB. David has previously worked as an Engagement Manager at HS2 Ltd from July 2017 to February 2020.

David is responsible for developing and depositing the hybrid Bill during the Summer of 2020 for Royal Assent anticipated in late 2022. The wider Phase 2b team is responsible for developing the HS2 network for the routes between Crewe and Manchester (plus the connection to the West Coast Mainline at Golborne) and West Midlands and Leeds via the East Midlands and South Yorkshire (plus the connection to the East Coast Mainline near Church Fenton).

This is a route length of almost 300 km (approximately 1.5 times the length of Phase 1) with two rolling stock depots, an infrastructure maintenance depot and four stations. The team is currently working on the development of the design for the deposit of the hybrid Bill in Summer 2020. This will support Royal Assent targeted for the end of 2022 and full operation of the Y network in 2033.

The project has a number of complexities including interfaces with the proposed TfN Northern Powerhouse Rail network, two major city centre stations in Leeds and Manchester, a major tunnel into Manchester, major structures such as the Manchester Ship Canal crossing, a crossing of the Cheshire salt which will include crossing underground caverns and brining areas, and crossing former opencast and deep coal mining areas in Yorkshire. The Bill will be the largest hybrid Bill ever submitted.

David Griffiths-Allen has a ILM Level 5 in Organisational Leadership from the Institute of Leadership and Management as well as a Master of Arts - MA in Geography from the University of Aberdeen. David also attended Danetree School in Daventry.

They work with Marcus Pearson - Head of Environment & Sustainability, Sarah McKee - Head of Communications, and Paul Paddick - Head of Procurement & Supply Chain. David Griffiths-Allen reports to Helen Samuels, Managing Director.
