David Dillner

David Dillner is an experienced municipal administrator with over 18 years in city management roles. Currently serving as City Manager for the City of El Dorado, Kansas since March 2017, David oversees a full-service municipal corporation with a $42 million operational budget and a workforce of approximately 150 employees, delivering essential public services to around 13,000 residents. Previously, David held the City Manager position in Abilene, Kansas, managing a $13 million budget, and served as City Administrator in Edgerton, Kansas, overseeing a $1.2 million budget. Early career experiences include roles as Assistant to the City Manager in Winchester, Virginia, and experiences as an ICMA Fellow and Management Intern in Ottawa, Kansas. David holds a Master of Public Administration in City Management from The University of Kansas and a Bachelor of Arts in History from Benedictine College.
