Currently serving as City Manager for the City of El Dorado, Kansas since March 2017, David oversees a full-service municipal corporation with a $42 million operational budget and a workforce of approximately 150 employees, delivering essential public services to around 13,000 residents. Previously, David held the City Manager position in Abilene, Kansas, managing a $13 million budget, and served as City Administrator in Edgerton, Kansas, overseeing a $1.2 million budget. Early career experiences include roles as Assistant to the City Manager in Winchester, Virginia, and experiences as an ICMA Fellow and Management Intern in Ottawa, Kansas. David holds a Master of Public Administration in City Management from The University of Kansas and a Bachelor of Arts in History from Benedictine College.
