Donnie Collins

Donnie Collins has extensive work experience in the field of electronic tolling and managed lane systems. Donnie began their career in 1982 as an Avionics Radar Shop Supervisor in the US Army, where they repaired radar, navigation, and communication systems. In 1986, Collins joined the Army National Guard as an Avionic Mechanic and later took on roles as a Quality Assurance Technical Inspector and Platoon Sergeant. During their time in the military, they demonstrated leadership skills and was responsible for ensuring the readiness of secure communication systems.

After leaving the military, Collins worked at TransCore as a Field Service Engineer, where they installed and maintained electronic toll systems. Donnie also developed the company's first maintenance manual, contributing to ISO9000 certification. At Electronic Transaction Consultants (ETC), Collins held various positions, including Program Manager, Senior Manager Field Operations, and Principal Architect. In these roles, they managed nationwide maintenance of tolling systems, delivered tolling solutions, and oversaw the design, development, and implementation of solutions across the enterprise. Collins also worked as the Director of Engineering at ETC and led teams in hardware and systems engineering, ensuring scalability, reliability, and security in a demanding environment.

Collins also worked at Atkins as a Project Manager, where they directed project teams and monitored compliance with contract terms. Donnie prepared project work plans, schedules, and budgets and communicated project progress to senior management. Collins has a track record of delivering projects on time and on budget.

In 1989, they received a Communication Certification in Avionics Maintenance Technology/Technician from the U.S. Army Signal. Donnie also has a Military and Strategic Leadership background, having studied at Northwestern State University in 1988 and the U.S. Army Noncommissioned Officer's Academy in the same year. Additionally, they obtained certifications in Inertia Navigation and Radar from the U.S. Army Signal in 1984 and 1983, respectively. Donnie has additional certifications including an FCC/Radar Endorsement from the Federal Communications Commission and an Idris Certified Engineer certificate from Diamond Consulting Services Limited.
