Scot Phelps

Scot Phelps is an experienced professional in emergency medical services and disaster science, currently serving as an advisor to the Sociedade Portuguesa de Emergência Pré-Hospitalar since June 2025 and as a senior consultant at Cooper University Health Care since March 2024, focusing on paramedicine buprenorphine programs in New Jersey. Phelps has been a mobile intensive care and specialty care paramedic at Englewood Hospital since October 2022 and operates Scot Phelps/CrisisDynamics as a disaster science consultant providing various services, including training and policy development, since May 2004. Past roles include program director of the Paramedic Science Degree Program at Union County College, director of the Office of Emergency Medical Services for the State of New Jersey, and an approved Fulbright Specialist Candidate. Phelps holds a JD from Brooklyn Law School, an MPH from Yale School of Medicine, a BA in Anthropology from Columbia University, and a qualification as a Mobile Intensive Care Paramedic from UCNJ Union College.
