Ilene Moore

General Counsel at Envision Healthcare

Ilene Moore, General Counsel of Envision Healthcare, has been a trusted legal advisor for the betterment of healthcare and public policy for more than 20 years. She brings incredibly deep experience in corporate law, healthcare law and government relations to the organization.

Moore most recently served as General Counsel and Senior Vice President of Government Relations for Health Information and Management Systems Society (HIMSS). In her role, she leveraged her extensive experience to drive legal strategies and frameworks impacting the daily business structure as well as leading the global coordination of the government policy agenda.

Moore previously served as the General Counsel and Senior Vice President of DaVita Medical Group, an integrated healthcare delivery and management company serving approximately 1.6 million patients across six states. There, Moore was responsible for the management of the legal department overseeing the delivery of all internal and external legal services. She also was a strategic partner to the business, aiding in the formation of strategy, corporate governance and risk mitigation as well as providing guidance on government-related matters.

Prior to joining DaVita Medical Group, Moore was with Kaiser Permanente where she served as General Counsel of The Permanente Federation, LLC. At Kaiser, she led the legal functions of the Federation, Permanente Advantage, and the Permanente Foundation, providing senior leadership with legal and strategic advice and managing day-to-day legal functions. Moore also worked closely with the Government Relations team on behalf of Kaiser Permanente, including providing guidance on overall strategy, assisting with the development of policy papers and supporting lobbying efforts in Washington, D.C. Previous to her role with the Federation, Moore, served as the General Counsel for the Colorado Permanente Medical Group, a multidisciplinary medical group consisting of more than 1,000 physicians. She represented the medical group in all matters in the legal, regulatory and public policy arenas.

Before joining Kaiser Permanente, Moore served in the Office of the Colorado Attorney General, most recently as First Assistant Attorney General for Medical Unit, Business and Licensing Section. In this role, she and her staff represented various health-related boards, including the Colorado Medical Board, Board of Nursing, Podiatry Board and the Nurse Physician Advisory Taskforce for Colorado Healthcare in all licensure and rulemaking matters. Moore was also responsible for reviewing and opining on proposed state legislation and fiscal notes related to healthcare.

Early in her career, Moore was the Associate General Counsel and Executive Director for the United Food and Commercial Workers, Local No. 7, in Wheat Ridge, Colorado. There, she drafted and negotiated collective bargaining agreements, arbitrated employee grievances and advised on contract compliance, personnel matters and employer relationships.

Moore received her Juris Doctor from Northeastern University School of Law in Boston. She holds a bachelor’s degree in political science from the University of California, San Diego, where she graduated cum laude, with a minor in sociology and law and society. She resides in Colorado.
