Phong Ngo possesses extensive experience in hydrology and water resource management, with a notable tenure as an IRRI Project Facilitator & Hydrologist at the International Rice Research Institute from November 2011 to March 2016, contributing to the CLUES project on climate change and land use in the Mekong Delta. Prior to this, Phong served as a Senior Lecturer and Researcher at Nong Lam University from November 1989 to October 2011, teaching subjects such as hydrology and water management for agriculture while specializing in statistical data analysis. Phong's early career included research at the Southern Institute of Water Resource Research. The educational background includes a Doctor of Philosophy in Water Resources Engineering from the University of Melbourne and a Master of Science in Agricultural Engineering from the University of the Philippines, complemented by an Advanced Diploma in Translation and Interpretation from RMIT University.
