Karen Chang currently serves as Chief of Staff at the Federal Housing Finance Agency, a position held since April 2021. Prior to this role, Karen Chang was a Non-Bank Supervisory Financial Analyst at the same agency. From September 2019 to April 2021, Karen Chang worked at the Consumer Financial Protection Bureau as the Originations Program Manager in Mortgage Markets. Karen Chang's experience also includes significant positions at PENNYMAC FINANCIAL SERVICE-A, where roles ranged from Senior Vice President of Product Strategy and External Relations to Vice President of Business Development from 2016 to 2019. Earlier, Karen Chang held the position of Senior Vice President for Housing and Economic Development at Sperling Economic Strategies and advised at The White House and the U.S. Treasury's Office of Financial Stability, while beginning a career as a Financial Economist at the U.S. Department of Housing and Urban Development. Karen Chang holds a BA in Joint Honors Economics and Political Science from McGill University and an MA in Economics from UC Santa Barbara.
