Dafina Stewart

Deputy Associate General Counsel at Federal Reserve

Dafina Stewart is the Assistant General Counsel at the Federal Reserve. Dafina has held this position since December 2017. Prior to that, they were a Visiting Scholar at the Federal Reserve Bank of San Francisco from January 2017 to December 2017. From January 2011 to December 2018, they were Senior Counsel at the Federal Reserve System. In this role, they supervised and coordinated teams of attorneys, financial analysts, and economists in evaluating proposals by domestic and foreign banking organizations to engage in acquisitions and banking and non-banking activities; resolve legal and supervisory issues; and oversee drafting of orders, approval letters, and legal interpretations on various issues. Dafina also led, mentored, and developed staff attorneys, teaching the necessary skills to conduct the work of the Federal Reserve; established priorities and monitored timelines and progress of assignments; evaluated staff’s development of legal and analytical skills; and conducted performance evaluations. Stewart has extensive experience drafting, implementing, and interpreting liquidity regulations, including the Liquidity Coverage Ratio rule, the Net Stable Funding Ratio rule, and Enhanced Prudential Standards.

Dafina Stewart attended the University of Pennsylvania, where they received a Bachelor of Arts in Sociology and Mathematics. Dafina then attended Columbia University in the City of New York, where they received their Juris Doctor in Law. Dafina is currently certified from both New York State and Washington, DC in Bar Membership.
