Andy Varns

Andy Varns is an accomplished professional with extensive experience in the fields of blockchain technology and taxation. Currently serving as the Head of the blockchain lab at Finance University under the Government of the Russian Federation since 2004, Andy has focused on exploring self-regulation in state administration since 2015. Additionally, Andy is an Associate Professor specializing in taxation and is a co-founder of Dolphin Blockchain Intelligence. Previous leadership roles include serving as CEO of ANO IRASHI, CFO of BUSHING GROUP, and Owner/CEO of WingsMedia. Andy began the career as Acting CFO at Netris and holds a Doctor of Philosophy (PhD) in Economics with a focus on Taxation from Finance University under the Government of the Russian Federation.
