Paul started their career as a Staff Director at the Florida House of Representatives in 1990, where they managed a committee and played a crucial role in developing and managing legislative issues related to economic development, international trade, space facilities development, and seaports development. In 2003, they joined the Executive Office of Governor Bush as a Policy Coordinator, where they engaged in the development and management of policies in areas such as utility regulation, financial services, state investing, procurement, and insurance. Paul also advanced the Governor's priorities in the Legislature and played a significant role in legislative and budget issues. In 2009, Whitfield became a Senior Policy Advisor at The Florida Senate, providing expertise in insurance, regulated industries, business and commerce, hurricane recovery, financial management, and transportation. Paul also analyzed legislation and provided policy recommendations to the Senate President. In 2011, they joined the Florida Department of Financial Services as the Deputy Chief Financial Officer, where they functioned as the Chief Operating Officer and oversaw various divisions, including administration, accounting & auditing, consumer services, and information technology. Paul was later promoted to the position of Director for the Division of Accounting & Auditing, responsible for managing the team handling state payments, producing financial reports, and overseeing $100 billion in annual state spending.
