Joy Garza serves as the President of the Santa Clara County Association of Training Officers since November 2022 and as the Training and Community Relations Supervisor for the Foothill-De Anza Community College District Police Department since June 2021. With extensive experience in public safety training and community outreach, Joy has held leadership positions as the Executive Director and Board Member of the Mountain View Public Safety Foundation, overseeing operations and strategic planning. Previous roles include Program Coordinator for the South Bay Regional Public Safety Training Consortium, various fitness instructor positions, marketing manager roles, and procurement management at Creation Technologies. Joy holds a Bachelor of Science in Public Safety and Emergency Management from Grand Canyon University and an Associate's Degree in Criminal Justice from American River College.

The Foothill - De Anza CCD Police Department is responsible for safety and security of 44,000 students, 1,200 full-time and 1,900 part-time employees, 100+ buildings on 234 acres of land in the heart of Silicon Valley. The Department has a staff of 18 full-time (11 sworn) and ~20 part-time personnel.
