Dr. Raphael Francis Perl currently holds the position of Executive Director for the Partnership for Peace Consortium of Defense Academies and Security studies Institutes headquartered at the George C. Marshall Center in Garmisch-Partenkirchen, Germany. The PFPC is a multinational association of higher learning institutes in defense and security affairs linking over 800 defense academies in 59 countries.
Prior to assuming his current position, Dr. Perl was Head of Anti-Terrorism Issues at the Organization for Security and Cooperation in Europe (OSCE). Dr. Perl also served a senior analyst for national security policy with the Congressional Research Service of the Library of Congress in Washington, D.C. A graduate of Georgetown University's Foreign Service and Law Schools, he is the author of more than 100 congressional and academic publications.
Dr. Perl speaks regularly at academic institutions and international and governmental policy fora; has testified before Congress on terrorism policy issues, including the 9/11 Commission Report recommendations; and has addressed the U.N. General Assembly on the role of regional organizations in implementation of its global counter-terrorism strategy. As an Adjunct Professor at George Washington University, he taught a graduate course on global terrorism. As a fellow at the National Academies, he was project director for an interdisciplinary team involved in assessing terrorist risk. Dr. Raphael has been actively involved with the U.S. National Research Council and the U.S. National Academy of Engineering, as well as the Russian Academy of Sciences in projects to combat terrorism in Russia. Dr. Raphael has served on a “brain trust” advisory group to the United States National Counter Terrorism Center charged with making recommendations on monitoring terrorist trends.
Dr. Perl is a retired U.S. Army Reserve Colonel and National War College graduate with service in the Office of the Secretary of Defense. Dr. Raphael speaks German and has a good working knowledge of French.
