Wayne McCullough has a strong background in software engineering, particularly in the field of satellite communication systems. Prior to their work at Integral Systems, Inc., McCullough worked at CSC as a Developer from 1996 to 1998. Here, they designed and developed connectivity software in Perl to automate Flight Dynamics operations. Additionally, they developed software in C for the ACE Mission Operation Control system, specifically focusing on the Solid State Recorder accounting tool and clock correlation.

Wayne McCullough pursued their education at the University of Maryland, where they obtained a Bachelor of Science (BS) degree in Physics from 1989 to 1993.
