Deputy Director of Preparedness at Hagerty Consulting

Mr. Kris Ledins, Deputy Director of Preparedness, is an emergency management and public safety professional with more than a decade of experience. Throughout his career, Kris has supported federal, state, local and private sector clients design and develop preparedness programs and operationalize these and other similar programs during disaster response operations.

Kris is known for his ability to assemble interdisciplinary teams and integrate unique approaches and tools to develop scalable preparedness and response solutions. Several recent efforts that he led include, designing customized data-driven assessment tools that inform programmatic investment decisions; as well as overseeing the development and implementation of a disaster surge support program that enable emergency management organizations to access industry professionals during the COVID-19 pandemic response.

Currently, Kris oversees a portfolio of projects that encompass emergency management and emergency service assessments, plans, trainings, exercises, and evaluations for clients across the country. He specializes in designing and executing program assessments that leverage data processing tools, providing subject matter expertise on protective action guidance – including evacuation and shelter in place operations, and manages the implementation of preparedness capabilities during real-world response operations.

Before joining Hagerty Consulting, Kris worked at a large management consulting firm providing national and regional planning support to the Federal Emergency Management Agency (FEMA). In this capacity he helped develop the Federal Evacuation Support Annex and the FEMA Region V Power Outage Incident Annex. Additionally, Kris supported the FEMA Exercise Branch conduct national-level exercises (e.g., Gotham Shield 2017, NLE 2018) and coordinate and execute FEMA’s annual Training and Exercise Planning Workshop (TEPW).

In addition to his full-time professional roles, Kris also serves his community through affiliations with local fire departments and emergency medical service agencies as both a volunteer firefighter and emergency medical technician. Through these affiliations he has had the opportunity to assume operational and administrative leadership roles and help build and sustain local first responder capabilities.

Kris holds a bachelor’s degree in philosophy from George Washington University and has completed a broad range of emergency management and emergency service education and training courses to supplement his field-level experience.
