Rex Phelps is a seasoned city management professional with extensive experience in municipal leadership. Currently serving as City Manager for the City of Haltom City since February 2020, Rex previously held the position of Assistant City Manager for both Haltom City and the City of Brenham, TX. Additional experience includes serving as Chief of Police for the City of Brenham. Rex Phelps holds a Master of Business Administration from Columbia College of Missouri and a Bachelor of Business Management from LeTourneau University.
