Jim Throop

Jim Throop is a seasoned municipal leader with extensive experience in city management and financial oversight. Currently serving as Principal at HdL Companies since July 2022, Throop previously held the position of City Manager for both the City of Cupertino and the City of Lompoc. Prior roles include Chief Financial Officer for the City of Oxnard and Director of Administrative Services for the City of Paso Robles. Throop’s career began at Pinal County, Arizona, where the role of Director of Budget and Research was held for seven years. Throop earned a Bachelor's degree in Economics from the University of Southern California and an MBA in Finance from Chapman University.
