Guillermo Cantor

Senior Director, Policy Center at HIAS

Guillermo Cantor is the Senior Director of HIAS’ Policy Center, where he oversees a broad policy research portfolio focused on the advancement of refugee rights across the globe. An expert in migration and refugee policy, Guillermo has authored numerous influential publications, shedding light on government agencies’ practices that typically remain invisible to the public. Over the past two and a half decades, he held research and teaching positions at various think tanks and academic institutions, including Vera Institute of Justice, the American Immigration Council, Prosperity Now, Georgetown University, and Argentina’s National Scientific and Technical Research Council.

His analysis and commentary on migration issues have appeared in major news outlets such as The New York Times, The Washington Post, NPR, LA Times, and HuffPost. He is currently an affiliated scholar at Georgetown University’s Institute for the Study of International Migration and a member of the National Immigration Litigation Alliance’s advisory committee. Guillermo holds a PhD in sociology from the University of Maryland, College Park.
