William Todd Smoak

William Todd Smoak, PMP, ITIL, currently serves as a Board Member for the Higher Education User Group since March 2024 and has held the position of Executive Director in the Office of Technology Solutions at Illinois State University since July 2012. Smoak has extensive experience in leading digital transformation efforts, managing application services, and driving the migration of applications into shared environments. Prior to Illinois State University, Smoak held roles such as Head of Information & Business Technology at Morton Buildings, Inc., where significant budget management and cost reduction initiatives were achieved, and Principal Project Manager at DC3 Solutions, focusing on IT Services methodologies. Additional experience includes Senior Project Manager at Agilysys, Senior Business Analyst at Citigroup Insurance Investments, and Director of IT at Datatrax Publishing Systems. Smoak holds a Master's degree in IT Project Management from Purdue University and a Bachelor's degree in Electrical Engineering from the Georgia Institute of Technology.
