Phebia Moreland

Phebia Moreland has a Bachelor of Science in Criminal Justice from Georgia State University - Andrew Young School of Policy Studies. Moreland has a strong background in overseeing training and support divisions related to the Prison Rape Elimination Act (PREA). From January 2013 to May 2019, Moreland worked as the Director of Contract Compliance and PREA Coordinator at The GEO Group, Inc., managing PREA compliance across various facilities. Currently, Moreland holds the position of Program Director of the Training & Support Division at Impact Justice, focusing on PREA implementation training portfolios. Moreland's expertise lies in training, technical assistance, audit quality, and integrity in the criminal justice field.
