Yelena Buchynsky

Yelena Buchynsky has a range of work experience spanning across various companies and roles. Yelena is currently working as a Senior Program Manager supporting the CMS CROWD migration contract at Index Analytics LLC since May 2023. Prior to that, they worked at NewWave Telecom & Technologies, Inc. from June 2020 to May 2023, where they held the role of IDOS, Program Management, supporting CMS CMMI/BSG. In this role, they managed and executed the platform, oversaw the design and technical implementation, and managed various project tasks.

Before their role at NewWave Telecom & Technologies, Inc., Yelena worked at Optum from March 2019 to January 2020 as an Assoc. Director of Technology Planning & Portfolio Management (Optum HouseCalls), where they were responsible for managing the technology investment roadmap and delivery of technical programs. Yelena also served as an Assoc. Director of Information Technology Program Management (Optum HouseCalls) from October 2015 to March 2019, overseeing major capital programs and strategic initiatives within the HouseCalls domain.

Yelena's earlier experience includes roles at QSSI (now part of Optum) as a Project Advisor for the CMS Marketplace System Integrator (MSI) Contract and Chief of Staff to the COO from October 2014 to October 2015. Yelena also held the position of Deputy Program Manager and Production Operations Manager for the CMS Enterprise Identity Management (EIDM) from October 2013 to September 2014.

Prior to their time at Optum and QSSI, Yelena worked at Deluxe Corporation as an IT Platform Manager from May 2010 to September 2013. Yelena also had significant experience at Custom Direct (CDI) from April 2006 to May 2010, where they held the role of Sr. Software Development Manager and was responsible for managing a team of developers and ensuring the success of various e-commerce sites and supporting applications. Additionally, they worked as a Sr. Software Engineer and Team Lead at Custom Direct from April 2005 to May 2006.

Yelena's earliest work experience was as a Software Developer at Fiducial from August 2004 to April 2005, and at Xspedius Communications LLC from May 2003 to August 2004.

Throughout their career, Yelena has demonstrated their expertise in program and project management, technology planning, and team leadership.

Yelena Buchynsky's education history includes a Bachelor's degree in Information Systems Management from the National Metallurgical Academy of Ukraine. Yelena attended the academy from 1989 to 1995, focusing on the Department of economic computer science. In 2000-2001, they pursued further education at RTEK 2000 Web Development School in Baltimore, MD, specializing in the Web Authoring and Development Program. Alongside their formal education, Yelena has obtained certifications as a Certified SAFe® 4 Agilist and a Certified SAFe® 5 Agilist from Scaled Agile, Inc., in February 2020.
