David Flory

David Flory is an accomplished professional in law enforcement and emergency medical services, currently serving as a Senior Research Associate and VALOR Officer Safety Program Facilitator/Instructor at the Institute for Intergovernmental Research since December 2015. With extensive experience as a Police Chief at both Hot Springs, Arkansas and Bedford, Texas, David managed large teams and contributed significantly to public safety. Additionally, David has held roles as Medical Programs Manager for the Texas Tactical Police Officers Association, coordinating advanced medical training programs, and as a part-time Paramedic with LifeNet EMS. David's educational background includes a graduate degree in Law Enforcement Leadership from the FBI National Academy and a Bachelor of Applied Science in Criminal Justice from Texas Wesleyan University, complemented by numerous tactical medical training certifications.
