Raquel Fernández-Coto is a seasoned professional with extensive experience in education and competitive development, currently serving as a Senior Education Specialist at the Inter-American Development Bank since November 2014. In this role, Raquel leads the Education Division’s operations in Guatemala and has previously held positions in Honduras and as a Labor Markets Consultant across various Caribbean nations. Notably, Raquel co-led the design of a US$15 million skills development program in Jamaica and initiated blockchain-based certification initiatives with MIT's Media Lab. Previous roles include Program and Project Director at the Competitiveness Promotion Council in Costa Rica and Strategy Consultant for TechnoServe, among others. Raquel's academic credentials include a Master’s in Public Policy from Harvard Kennedy School and a Bachelor of Arts in Psychology from the University of Chicago.
