Philip Adrian FRAeS serves as the Chief Executive Officer of Multi Pilot Simulations (MPS) since May 2018, leading the company to enhance training quality in the aviation sector while reducing costs. Philip is also an expert and founding member of the Competency Based Training and Assessment Task Force at the International Civil Aviation Organization since March 2016. Additionally, Philip holds leadership roles with the European Aviation Safety Agency, including Chair positions for various regulatory tasks related to pilot training and assessment. Prior experience includes a decade at Boeing, where Philip was Chief Pilot for Regulatory Strategy, among other roles. An extensive background in aviation training and operations began with Transavia Airlines, where Philip served as Chief Instructor and Head of Training. Educational qualifications include a Pilot degree from the Royal NL Airforce and an ATPL in Aviation and Management.

ICAO is funded and directed by 193 national governments to support their diplomacy and cooperation in air transport as signatory states to the Chicago Convention (1944). Its core function is to maintain an administrative and expert bureaucracy (the ICAO Secretariat) supporting these diplomatic interactions, and to research new air transport policy and standardization innovations as directed and endorsed by governments through the ICAO Assembly, or by the ICAO Council which the assembly elects. Industry and civil society groups, and other concerned regional and international organizations, also participate.
