David Fisher has extensive experience in humanitarian law and operational management within the International Federation of Red Cross and Red Crescent Societies (IFRC) since July 2005. Currently serving as the Head of Country Office in Ukraine, David Fisher leads programmatic and development support initiatives for the Ukraine Red Cross. Previous roles include Manager of the Policy and Diplomacy Unit, Acting Head of Corporate Services for the Africa Region, and Global Coordinator of the Disaster Law Programme, where David Fisher managed advocacy, technical assistance, and legislative initiatives across over 50 countries. Prior to joining IFRC, David Fisher held positions at organizations such as The Brookings Institution, OHCHR, and served as a Deputy Public Defender in Hawaii, complemented by a solid educational background with advanced degrees in law from Georgetown University Law Center and the University of California.
