William Carter is an experienced water, sanitation, and hygiene (WASH) professional with over two decades of expertise in emergency response and humanitarian settings. Currently serving as the Senior Officer for WASH in Emergencies at the International Federation of Red Cross and Red Crescent Societies (IFRC) since March 2008, William oversees quality assurance, innovation, and deployment for emergency WASH operations. Prior experience includes roles as Regional Drought Watsan Delegate at IFRC and Environmental Health Coordinator for the International Rescue Committee, among others. William holds a Master's degree in Public Health from the London School of Hygiene and Tropical Medicine and a Bachelor of Science in Civil Engineering from The University of Texas at Austin.
