Summary:

Island Creek Associates, a professional services firm focused on Government clients requiring professional support services, seeks an Acquisition Specialist/Management Analyst, Senior to support PMA-261 at the Patuxent River, MD, Program Office. The candidate will be a member of the Acquisition Team.

Functional Description:

  • Supports and drafts program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives.
  • Supports the development of program acquisition documentation such as Capabilities Production Documents (CPD), fleet transition planning, Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, and Contract Data Requirements Lists (CDRLs).
  • Assesses program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
  • Attends, participates, supports, analyzes, provides input, develops, prepares, and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.

  

Responsibilities:

Duties may include, but are not limited to:

  • Support the preparation of documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Statement of Work (SOW), Procurement Initiation Document (PID), funding documents, contract awards, and Basic Ordering Agreements.
  • Assist in the preparation, and execution of Procurement Planning Conferences (PPCs), Procurement Planning Agreements (PPAs), and Procurement Initiation Documents (PIDs) and other acquisition documentation.
  • Review, track, and evaluate all program Contract Data Requirement List (CDRLs) and contract deliverables.
  • Assess program procedures, practices, philosophies, and documentation for compliance with contracts, and FMS requirements.
  • Prepare and provide input on briefs, point papers, reports, correspondence, meetings, and conferences.
  • Integrate business and technical methodologies to provide support acquisition and life cycle management.
  • Working knowledge and experience with AMS to include CSPT, PMT and CDRL Tool
  • Assist with the development and assembly of acquisition/contractual strategies, program risks and all related documentation.
  • Advise PMA/IPTs on Acquisition Regulations, Thresholds
  • Provide support to IPTs in PID generation to include support in drafting SOWs, SOOs, and CDRLs
  • Establish new PID numbers, and ensure required PID information/documents are uploaded and kept current in PMT.
  • Coordinate Procurement Planning Conferences, Acquisition Strategy Briefs, generate Procurement Planning Agreements, and ensure routing and approval.
  • Assist IPTs with maintaining PID information in the PMT tool that is current, accurate, and complete.
  • Generate informational reports such as Contract Status Report utilizing the PMT database and other information available in the PMA.
  • Host and manage weekly PMA Contract Status meetings.

Required Experience / Education:

Required Experience:

An MA/MS degree as well as over 10 years of combined experience performing duties described in the functional description, with at least 3 of those years demonstrating experience supporting the development/staffing of Capabilities Production Documents (CPD), fleet transition planning, Acquisition Strategy Reports (ASR) and Acquisition Program Baseline Agreements (APBA).

Desired Experience:

At least 3 years of experience supporting NAVAIR acquisition programs and prior United States Navy (USN) or United States Marine Corps (USMC) active-duty experience.

Allowable Substitutions:

Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.

OR Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description.  

Position Type and Expected Hours of Work:

This is a full-time position.

Travel:

No travel is expected for this position.

Supervisory Responsibilities:

This position does not have supervisory responsibilities.

Work Authorization/Security Clearance:

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level. Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered. Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
