Senior Research Associate And Project Director at James Bell Associates

​Julie Leis has nearly 20 years of experience in applied research and program evaluation in the areas of home visiting, mental health, and child development. She brings to JBA technical expertise in program evaluation, research design and measurement, data collection and analysis, and continuous quality improvement. She is skilled in providing technical assistance on evaluation, performance measurement, and continuous quality improvement.

Leis currently leads a project funded by First 5 California studying home visiting coordination and supporting California counties with their work in this area. She also serves as deputy project director for the Healthy Steps Outcome Pilot Project and as a cost study subject matter expert for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Technical Assistance Resource Center. Previously, she led the Literature Review and Program Scan on the Arts and Pain Management and Substance Use Disorder.

Other past roles include associate project director for MIECHV Program: Feasibility Study and Pilot of the Home Visiting Budget Assistance Tool. Leis was also JBA team lead and a technical assistance specialist for the Support for MIECHV Program Awardees to Build Capacity for Performance Measurement and Continuous Quality Improvement project.

Leis received a Ph.D. in public health with a concentration in mental health from the Johns Hopkins Bloomberg School of Public Health.
