Pam Duncan

Pamela M. Duncan, J.D., serves as General Counsel for the Kentucky Community and Technical College System (KCTCS). “Pam” joined KCTCS in December 2009 as the primary legal counsel for the Kentucky Board of Emergency Medical Services and the Kentucky Fire Commission. By April 2010, Pam had branched out to serve all educational, employment, and business needs of KCTCS’ sixteen colleges and its System Office. At KCTCS, Pam has served as Assistant General Counsel and Deputy General Counsel before being named as General Counsel in 2021.

Pam is a graduate of the University of Kentucky College of Arts and Sciences, College of Law, and College of Communications with a BA in English and Russian Studies, a Juris Doctor in Law, and a Master of Library and Information Science. Pam was inducted into the honor societies PHI BETA KAPPA during her undergraduate degree and BETA PHI MU as a result of her work in the MLIS. As a second-year law student, Pam was selected for the staff of the Kentucky Law Journal and served as Notes Editor during her third year. Pam clerked for Stoll, Kennon, and Park (Ogden) and for Frost & Jacobs before entering the United States Air Force as a Judge Advocate General. In her first years out of college, she taught in Lawton, Oklahoma as a full-time English teacher and later taught Adult Basic Skills for Community Education in Woodford County.

Her years at KCTCS have permitted her to combine her love of teaching and love of the law to make a difference in the lives of KCTCS students. In addition to serving in the Office of General Counsel, Pam co-taught a class for five years at the UK SLIS on employment law for library administrators. She has also volunteered for the Woodford County Public Schools Hall of Fame Committee, the Woodford Theatre Board, and Chapter F, of PEO International. She and her husband, Jim, enjoy traveling, long walks, and spare time on their front porch.
