L. Jeffrey Phipps Jr.

L. Jeffrey Phipps Jr. has extensive experience in fire and emergency services, currently serving as a Staff/Cadre member at the Virginia Fire Officer Academy and a Pit Road Firefighter for NASCAR since February 2022. Phipps has been a Firefighter/Medic I with Hanover County since July 2014, responding to emergencies and providing medical care. In addition, Phipps holds the role of Safety Supervisor (Fire/EMS) at Kings Dominion and works as a Confined Space Rescue Technician with FDM Safety Services. Previous experience includes serving as an Environmental Health and Safety Assistant at the University of Richmond. Phipps earned a Bachelor’s Degree in Political Science and Government from the University of Richmond and completed a program at the Virginia Fire Officer Academy in 2018.
