Managing Director & Head of APAC at Kroll

David Liu is Head of Asia Pacific for the Compliance Risk and Diligence practice of Kroll, a division of Duff & Phelps, based in Hong Kong. David is also Duff & Phelps Hong Kong city leader and a member of the Duff & Phelps APAC Committee. In his current role, he works with financial institutions, global and regional corporations, and financial technology firms to manage a wide array of risks, including complying with anti-money laundering (AML), anti-bribery and anti-corruption (ABC) regulations. He is a key advisor for fintech and regtech accelerators and supports institutional firms, startup companies and various exchanges in navigating the rapidly evolving regulatory landscape surrounding blockchain and cryptocurrencies.

David has nearly 20 years of experience working on numerous projects across industries and jurisdictions, including AML program reviews, The Foreign Corrupt Practices Act (FCPA) compliance program reviews, complex reputational and ESG policy due diligence for financial institutions and corporations. He has extensive experience with initial public offering (IPO) due diligence reviews for investment banks, working with deal teams and law firms in managing regulatory and compliance risks. Additionally, he has managed market-sizing, market entry and benchmarking assessment projects across Asia Pacific for corporations, international development banks and sovereign wealth funds.

Before joining Duff & Phelps, David was working with the Economist Intelligence Unit (EIU), the leading global research and analysis division of The Economist Group. As the leader of EIU’s consulting business in Asia Pacific, he was responsible for driving growth, along with helping financial institutions, sovereign wealth funds, multinationals and various government agencies to navigate and mitigate a wide range of economic, regulatory, political, industry, operational and financial risks.

David’s other experience also includes managing business, strategy and operational risks for a venture-backed technology company in China focused on mobile payments and transactions, where he spearheaded partnerships with telecom leaders. These included China Mobile, China Unicom and China Telecom. Before that, he managed institutional banking partnerships at one of the top global financial institutions, where he worked closely with clients that included Bank of America Merrill Lynch, Citibank, Morgan Stanley and Deutsche Bank.

David holds an MBA from the Kellogg School of Management at Northwestern University and received a B.S. from University of California. He has also completed the Oxford Blockchain Strategy Program.
