Jennifer Emmsley has extensive experience in personnel management within the County of Los Angeles Department of Parks and Recreation. Currently serving as Personnel and Classifications Manager since October 2021, Jennifer oversees personnel transactions for approximately 2,400 employees. Previous roles include Personnel Operations Manager from August 2008 to November 2021, where responsibilities included managing hiring, transfers, and evaluations, as well as earlier positions as Recruitment and Exams Analyst and Youth Employment Coordinator. Jennifer initiated and coordinated the department-wide At-Risk Youth Employment Program, reinforcing a commitment to youth job opportunities. Educational qualifications include a degree from California State University-Dominguez Hills, obtained between 1990 and 1998, and a high school diploma from Narbonne High School, completed from 1987 to 1990.
